UNFINISHED BUSINESS:
Item 0103-02: High Visibility Apparel - many Safety Hazard Reports submitted
concerning
vests becoming caught on equipment.
Action (0109) Policy and catalogue in place. Employees questioning if arrangements
can be
made for payroll deduction as not everyone has a credit card. D. Zatko to investigate.

Item 0103-04: P. Bede inquired re Laurie Shed repeaters for locotrol.
Action(0109) System has been upgraded, still encountering some problems.
Crews should check system going through sheds.

Item 0103-05: P. Bede inquired possibility of increasing speed restriction for
new potash cars from
15 mph to 20 mph.
Action(0109) Issue elevated to senior E/S management. J. Galloway to investigate
progress.

Item 0104-03: K. Jones advised re spill response containers are not marked for
tare weight.
Requested that they be weighed and decal applied.
Action(0109) Smaller containers are being used - extra stock should be stored
separately.
K. Jones advised new shipment of supplies received that has to be stocked.
Tappen container needs to be identified. K. Jones to advise further.

Item 0107-01: B. Gardali reminded Committee members that Running Trades employees
have
not yet been fit tested for gas masks.
Action(0109) B. Santucci advised Committee issue of fit testing has been elevated
to Senior
Management for advisement. He also advised he will make arrangements for a
Trainer to show employees how to use the tunnel respirators. MOTION TO CARRY
Item 0107-03: P. Bede again requested disinfectant spray or wipes for units.
Action(0109) Wipes have been obtained for crews upon request. MOTION TO DELETE
Item 0108-01: P. Bede requested a small refrigerator to be made available for
crews
to store their lunches while waiting for their train to arrive.
Action(0109) Suggestion that small fridge in meeting/training room be moved
to the ice room for

CORRESPONDENCE & BUSINESS ARISING
J. Wells informed Committee status of issue re E/S employees being provided
cleaning facilities for
clothing being contaminated by hazardous substance that had been elevated to
the ES System H&S
Policy Committee. The ES System H&S Policy committee has recommended the issue
of supplying
washers and dryers be resolved by Workplace H&S Committee. Committee discussed
and has
recommended that a service contractor be looked into for cleaning and supplying
coveralls in
lieu of washers and dryers.

SAFETY HAZARD REPORTS (Incomplete)
SHR0102-03: Lead locomotives (9000 series) - seats uncomfortable
Action (0109) Mechanical Services advises some new seats have been installed.
Units should
not be leaders but continue to be. Committee has exhausted all avenues, recommend
elevate to Policy Committee. MOTION TO CARRY
SHR0106-12: Rocky Mountain locomotives 8014 and 8011 have a black compound falling
through the
ceiling panel.
Action(0109) R. Mellish informed Committee problem has been improving. MOTION
TO DELETE
SHR0106-17: Watering AC4400 locomotives at Sicamous (and other locations) poses
a situation where
a risk of falling off the locomotive because lack of handrail. Suggest a proper
fitting
for the hose to allow the nozzle to stay secure by itself while watering and/or
apply grab
iron to ensure stability while standing on the platform while watering.
Action(0109) K. Jones informed Committee fittings have been supplied at Sicamous.
Fitting to be
further supplied at Rogers, Glacier, Field, Salmon Arm and Revelstoke.

SHR0108-02: Donald backtrack - high weeds causing poor visibility, tripping
hazard.
Action (0109) TMS Sadek to advise. MOTION TO CARRY
SHR0108-04: Diesel fumes Macdonald tunnel, cab of unit filled with fumes due
to windows with
faulty seals, compounded by ventilation failure.
Action(0109) Investigation revealed RTC failed to properly purge tunnel. NMC
advises formal
investigation and education taken place with RTC involved with regard to
proper tunnel purges. MOTION TO DELETE
SHR0108-05: Unit 9540 work area very dirty. Dust and dirt in heater fans, floor,
etc.
Action(0109) Locomotive Specialist confirmed unit had been reported. This is
the proper
procedure to be follow when encountering dirty units. This particular unit had
been
a remote and should not have been used as a leader until cleaned.

SAFETY HAZARD REPORTS (New)
SHR0109-01: Fuel oil filling station ladder not secure - Albert Canyon
Action (0109) D. Kermack advises B&B are replacing this tank with a 5' double
wall tank within the
next couple of months. Ladder has been removed. MOTION TO DELETE
SHR0109-02: Bridge 113.7 Mtn walkway on south side has a drop off on the east
and west ends.
Snow could hide this hazard.
Action (0109) B&B has installed 18" gabion at each end of walkway. MOTION TO
DELETE
SHR0109-03: Crew calling - NMC lineup inaccurate resulting in crew being unprepared
to double
back to Revelstoke.
Action (0109) J. Galloway advises issue has been investigated with parties involved.

SHR0109-04: Safety vests not fitting properly - caught on equipment.
Action (0109) See Item 0103-02 - hi-vis apparel is available through an order
catalogue
providing employees with optional proper fitting apparel. Employeee concerned
has
been properly fitted with a vest. MOTION TO DELETE
SHR0109-05: Field Bunkhouse - possible asbestos exposed in west wing bathroom
main floor
and Room #28 heating pipe.
Action (0109) B&B inspected/tested and found the material in the bathroom is
not asbestos. The
wrapping around the pipes, as in room #28, is a fiberglass with an aluminum
foil.

SHR0109-06: Switch hard to line for back track Chase.
Action (0109) TMS R. Miller advised switch repaired. MOTION TO DELETE
SHR0109-07: R Taxi van arrived with improper plate displayed for passenger carrier
insurance.

SHR0109-08: Cotton gloves currently supplied will not be adequate for colder
weather.
Action(0109) Winter gloves have been ordered and will be supplied. MOTION TO

SHR0109-09: Unit 9554 - chemical toilet/floor drain - stains and odor.

DISTRICT HEALTH & SAFETY ACTION PREVENTION COORDINATOR REPORT
Level 2 H&S Training for BC Interior is scheduled for (FOPS) October 10/11/12
and ES Nov 6/7/8 at
the Revelstoke Station, starting time 0800.
Tunnel Respiratory Policy to be developed System wide.
NEW BUSINESS:
Item 0109-01: P. Bede received a request for switch at M.35 Mtn (Golden Yard)
be relocated from
the south & north main to south/main and 4 track
Action(0109) To be investigated. MOTION TO CARRY
Item 0109-02: K. Jones recommended that the Terms of Reference be changed with
regard to
Item A.2.i - site inspections to reflect the requirement of the Canada Labour
Code.
Action(0109) Committee recommended wording be changed to "The Sub-Committee
will
perform a complete safety audit of its jurisdiction as directed by the Canada
Labour Code". This change will be reflected in the next review of the Terms
of Reference. MOTION TO DELETE
