Meeting called to order 0840.  Minutes of April 11, 2002 meeting read and adopted.

Field Ops -  Site Inspections complete.

    -  4 Hour Safety Meetings scheduled for May 13/14.

UNFINISHED BUSINESS

Item 9912-02:  J. Wells requested washer/dryers be provided for means to clean work clothes which have been contaminated.  (Referred to Canada Labour Code COSH9.44(4)).  Item elevated to ES System H&S Policy Committee.

Action (0205)    Washers installed at Salmon Arm, Chase – well used.  K. Jones advised Committee issues have surfaced.  Risk assessment being done for testing of particulates on coveralls.  Monitor

                        Motion to invite SAM E/S R. McIlveen to next meeting to clarify issue.

Item 0103-04:  P. Bede inquired re possibility of increasing speed restriction for new potash cars from 15 to 20 mph.

Item 0109-01:  P. Bede received a request for switch at M.35 Mtn (Golden Yard) to be relocated from the south & north main to south/main and 4 track.

Item 0111-02:  P. Bede requested switch stands be identified with mileage or location.

Action (0205)    Locations identified where clarification is needed would be Ross Peak and Golden.  This would also have to be coordinated with the RTC office.

Item 0112-02:  K. Jones requested mileage markings for BTMF truck setoffs.

Item 0201-01:  K. Jones reported there are no washroom facilities at Bear Creek, Albert Canyon.

Action (0205)    B. Riches reported Albert Canyon has facilities that CP employees can access.

Item 0201-02:  W. Hayman reported Hi-Vis (winter) jackets do not appear to suit purposes (bulky).

Action (0205)    Reported some employees have purchased the jackets – 3 in 1 jacket available on AGM Web site.  T. Kitchur informed committee winter cataogue was forwarded to his home address.  RTEs did not receive catalogue (?) – phone call to HR and request. MOTION TO DELETE 

Item 0201-03: W. Hayman reported complaints of smoking at Field Bunkhouse and lack of ventilation.

Action (0205)    Bulletin to crews has been issued, reminding use of smoking room. Further non-compliance

                        may lead to making Field Bunkhouse non-smoking.                      MOTION TO DELETE

Item 0201-04:  R. Mellish requested light be installed at Chase (westend)

Item 0202-01:  B. Gardali reported Cranbrook RTEs are obtaining headlamps.  Requested testing for

                        Revelstoke.

Action (0205)    Headlamps are currently being tested by Conductors on the assignments.  Good response.

Item 0103-01:  T. Kitchur reported to Committee concerns elevated from BMWE safety meeting concerning TP&E plans to initiate changes to the Ballast and Undercutting Programs this summer.

                        TP&E have indicated their intention to start work shifts at 1700 through the night instead of early (0300) in the morning.  The BMWE concerns relate to safety issues working in the darkness with inadequate lighting, working in the heat of the day and the TP&E using BMWE work forces.

Action (0205)    B. Black advised Committee blocks have been changed to daylight 0400 (subject to change).

                        Steel crew is now on the Shuswap Sub and have the odd 1700-2230 block, which will be

                        addressed with a review of Shifting to Wellness and extra lighting.  The Shuswap is not a

                        high risk area identified in the night work policy (attached).  Monitor.

Item 0204-01:            J. Galloway advised Committee company will be testing new water supplier (Naton).

Action (0205)            Tests results good.  Crews indicate they like the water.  Will be obtaining water from Naton.

Item 0204-02: P. Bede reported concern of trains travelling at 45 mph through Ducks when crews are conventionalizing.

Item 0204-03: P. Bede inquired of required installation of sliding derails for setting off units at Rogers, Chase, Ducks and Moberly.

- Safety Broadcast – FO001/02 – Unauthorized removal of lockout protection causes derailment

SHR 0110-04:  Exhaust fumes – diesel shop

Action (0205)    Work Procedures and Job Aid has been developed and will be posted throughout shop.

SHR 0112-07:             Snow conditions while operating on heavy grades – suggest advanced clear to stop signals on all heavy grades.

Action (0205)    New CTC system is scheduled over the next few years – Committee should advise of all requests for changing (in priority order) to S&C for consideration.

SHR 0204-01:             MacDonald Tunnel – clear signal into tunnel, which was smoky, got worse as went along, red signal at center gate, no prior information on the situation.

SAFETY HAZARD REPORTS (New)

SHR 0205-01:  Train encountered high ballast shoulder, throwing ballast out to the highway.

Action (0205)    J. Wells informed Committee that excessive ballast was not cleared off crossing

                        before arrival of train.  R. Miller to ensure future compliance.      MOTION TO DELETE

SHR 0205-02:  Encountered smoke in Shaughnessy Tunnel.

Action (0205)    S&C Supervisor S. Peters advised train speed determines how many, or whether or not the fans are turned on for trains in Shaughnessy.  Since 1995 the system has worked this way and there has been no purge for trains that are travelling 25 mph and above.  Extra purge time has been added for slower moving trains.  There are no provisions for controlling when trains enter the tunnel, they can enter whether it is purged or not.  If the RTC’s want to move trains out of Wakely as fast as the signal system will allow, they can.  In most cases they don’t because the trains will wait at Bear Creek for the Macdonald Tunnel.  In this instance, there were two fast freights in a row.                                                            MOTION TO DELETE

T. Bergstrom advised Committee of upcoming Safety Walkabout in Revelstoke-Kamloops in July.

Committee to provide a picture for H&S posters.

NEW BUSINESS

Item 0205-01:  J. Wells reported there are 5 barrels of unidentified contents that should be removed.  Jim indicated all his efforts to have Environmental personnel remove them  has not resulted in any action to date.  Requested assistance from the H&S Committee.

Action (0205)    T. Bergstrom will contact Kevin Houle and make arrangements for proper removal.

Item 0205-02:  P. Bede complained re lack of hand cleaner in crew packs.

Action (0205)    K. Sali to arrange for supply.
