Item 9912-02: J. Wells requested washer/dryers be provided for means for cleaning
work
clothes which have been contaminated. (Referred to Canada Labour Code COSH9.44(4))
Item elevated to ES System H&S Policy Committee.
Action(0203) Washers installed at Salmon Arm, Chase. K. Jones advised Committee
issues
have surfaced. Risk assessment being doing for particles on coveralls. Monitor.

Action(0203) Reported some employees have purchased the jackets - 3 in 1

HR to
request catalogue? B. Gadali would like to monitor.

Item 0201-03: W. Hayman reported complaints of smoking Field Bunkhouse lack
of ventilation.
Action(0203) D. Zatko to issue bulletin reminding employees of requirements
with regard to smoking
compliance - if non compliance contemplate making bunkhouse non smoking. Forward
to Calgary for issuance to RTEs.

He would like to know test results.

Item 0202-02: B. Gardali inquired status of supplied Hi-Vis Radio Pouches.
Action(0203) While radio pouches can be worn, they do not, by themselves,
comply with Hi-Vis Policy.

K. Jones reported on recent BC District E/S WH&SC Meeting - some items
included inspection of BTMF trucks (booms) and VIA Rail containment of human
waste for proper
disposal will be completed by 2003.
D. Zatko reported Right to Refuse at Golden Yard concerning water issue.
Taxi Exception Reports - 2 issues - handled with taxi company. Again,
crews are to reminded if they
feel that their safety is in danger with a driver or taxi, they should
stop the taxi and request a new driver/taxi.
D. Zatko reviewed Work Place H&S Audit to be used by committee.

SHR0110-04: Exhaust fumes - diesel shop.
Action(0203) B. Tully, Hygiene Specialist has completed air quality
tests. Report forthcoming. B. Black developing Work Procedures.

SHR0112-07: Snow conditions while operating on heavy grades - suggest
advanced clear to stop signals on all heavy grade.
Action(0203) New CTC system is scheduled over the next few years -
Committee should advise of all requests for changes (in priority order) to S&C
for
consideration.

SHR0201-01: Complaint of taxi driver (Kami Cabs) driving erratically. (2
complaints)
Action(0203) J. Galloway advises issues taken up with Kami Cabs
management and documented.

SHR0201-03: Risk of back injury at Field carrying the heavy bag of rule
books from the station to the bunkhouse.
Suggest lockers be installed in station to leave the bags.
Action (0203) Renovations to bunkhouse include lockers.

SHR0202-06: Requirement of proper intake exhaust system for welding shop
fumes.
Action(0203) K. Jones advised B. Tully has been contacted, waiting for
further information.

SAFETY HAZARD REPORTS (New)
SHR0203-01: Kettles on units some poorly designed - unable to pour without
overspill.
Action(0203) M/S advises all kettles in stock at Golden have a black
plastic pouring spout. Must be careful of overfilling kettles, especially when
the
kettle has just finished boiling water. Caution must be exercised while pouring
boiling
water in a locomotive subject to sudden movement.

SHR0203-02: CP9005 seats / back pain
Action(0203) Some new seats have been installed. Units requiring new cushions
must be reported. The percentage of times these units are used as leaders is
very small.

SHR0203-03: Revelstoke Yard Office - broken chairs (and Kamloops)
Action(0203) Four broken chairs replaced in Revelstoke on March 4. Concern forwarded
to Kamloops. MOTION TO DELETE
SHR0203-04: No winter gloves in station, called for 472, switching all over
Mountain Sub.
Action (0203) Winter gloves were handed out as winter arrived. Leather gloves
are now available.

SHR0203-05: Working crews over their hours and not calling relief until after
time was up.
Action (0203) Investigation revealed on this particular trip, the BC Interior
was in a WAL2, the highway conditions were "extremely poor driving conditions,
travel not recommended'. The OM decided the safest course was to leave the crew
on the train and not putting the crew or a relief crew, on the highway. Train
was staged at Twin Butte account crew hours, light engines to Greely where a
taxi was able to bring the crew into
Revelstoke. The OM was aware of this crew's hours on duty, and every effort
(short of calling relief) was made to get this crew into Revelstoke within their
10 hours. The OM based his decision on concerns for the crew's safety, believing
that putting a change off crew on the highway was not a viable option.
P. Bede disagreed with OM's reply stating all the facts were not presented in
his reply. Committee discussed and agreed to notify the NMC that more complaints
with regard to crews over hours would be written up and fowarded to them for

SHR0203-06: Derail switch lock frozen, unable to open lock with key - Beavermouth
Action(0203) TMS Sadek advises the lock was replaced. He has also ordered a
new type of lubricant for the locks that works well.

SHR0203-07: Pedestrians climbing through trains - public crossing Mi.e 0.66
Shuswap Sub.
Action(0203) CP Police advised. If an employee observes this type of situation,
Manager should be notified along with train symbol, time, description of individuals,
etc. A followup with the local RCMP is imperative. Signs have been posted in
area before with end result of signs being pulled out of ground and destroyed.

NEW BUSINESS:
Item 0103-01: T. Kitchur reported to Committee concerns elevated from BMWE
safety meeting
concerning TP&E plans to initiate changes to the Ballast andn Undercutting
Programs this summer. TP&E have indicated their intention to start work
shifts at 1700 through the night instead of early (0300) in the morning. The
BMWE concerns relate to safety issues working in the darkness with inadequate
lighting, working in the
heat of the day, and the TP&E using BMWE work forces. K. Jones indicated
a Risk Assessment of the planned changes to these programs had been completed
earlier this week. Committee will request copy of Risk Assessment from Bruno
Santucci. The Committee further recommended response to these concerns be obtained
from Dave Turner, TP&E. D. Zatko to arrange.
