Meeting called to order 0845.  Minutes of June 13, 2002 meeting read and adopted.

SAFETY ACTION PLANS

Field Ops – SOFA Audits Mountain & Shuswap, June and July Site Inspections, RIPP ongoing.

E/S – Block Training, Risk Assessment Bridge 18.5, B&B Safety Framework ongoing.

UNFINISHED BUSINESS

Item 9912-02:  J. Wells requested washer/dryers be provided for means to clean work clothes which have been contaminated.  (Referred to Canada Labour Code COSH9.44(4)).  Item elevated to ES System H&S Policy Committee.

Action (0207)    Washers installed at Salmon Arm and Chase.  Holger Jarche advised at Kamloops installation is underway.  Revelstoke and Golden still remain outstanding.  Holger indicated that issues pertaining to cost, location of installation to be resolved. K. Jones indicated there is adequate room, electricity and plumbing in place at Revelstoke for installation - B&B to provide estimated costs for installation.  Also will require estimate for washer/dryer.  B&B Golden to provide info with regard to location, plumbing, estimated costs.

B. Black reminded Committee of correspondence received from Roy McIlveen some time ago, indicating his approval to go ahead with the installation of washers and dryers at all of the above locations.

Item 0103-04:  P. Bede inquired re possibility of increasing speed restriction for new potash cars from 15 to 20 mph.

Item 0109-01:  P. Bede received a request for switch at M.35 Mtn (Golden Yard) to be relocated from the south & north main to south/main and 4 track.

Action (0207)    TMS S. Sadak  advised switch has been moved.                         MOTION TO DELETE

Item 0111-02:  P. Bede requested switch stands be identified with mileage or location.

Action (0207)    Locations identified where clarification is needed would be Ross Peak and Golden.

This would also have to be coordinated with the RTC office.  Golden is complete.

Item 0202-01:  B. Gardali reported Cranbrook RTEs are obtaining headlamps.  Requested testing for

                        Revelstoke. 

Action (0207)    Headlamps have been ordered for Revelstoke crews.  B. Gardali to monitor distribution.

Item 0204-03: P. Bede questioned re requirement of installation of sliding derails for setting off units at Rogers, Chase, Ducks and Moberly.

Action (0207)    Holger advised committee according to SPC standards, a hinged derail is standard for locations where derailing speed would be under 9 mph; over 9-15 mph a hinged derail with crowder or sliding derail with crowder is standard.  Committee discussed and recommended Rogers would be a preferable location for a sliding derail.  Holger Jarche to elevate.

Item 0205-01:  J. Wells reported there are 5 barrels of unidentified contents at Tappen that should be removed.  Jim indicated all his efforts to have Environmental personnel remove them has not resulted in any action to date.  Requested assistance from the H&S Committee.

Action (0207)    T. Bergstrom advised he contacted Kevin Houle, who indicated he would initiate action to remove asap.  However, to date these barrels have not yet been removed.

Item 0206-01: K. Jones  expressed a concern with regard to slope assessment being done before employees are sent into an area of concern (eg Mi. 100 Mtn).  He requested a policy be put into place.

Action (0207)    Request T. Marinier / H. Jarche to investigate with regard to what local resources (Ministry of Transportation / Parks) have in place for their requirements.             MOTION TO CARRY

Item 0206-02: B. Gardali requested signs be posted at the Field and Kamloops bunkhouses, recommending footwear be worn in the showers.

SHR 0112-07:             Snow conditions while operating on heavy grades – suggest advanced clear to stop signals on all heavy grades.

Action (0207)    New CTC system is scheduled over the next few years – Committee should advise of all requests for changing (in priority order) to S&C for consideration.

SHR 0207-03:  Bank assessment account recent slide activity at M.100.5 Mountain Sub.

Action (0207)    Holger Jarche advises a detailed written report is forthcoming from the Geotechnical Dept.  Chris Bunce, Senior Geotechnical Engineer, advises the slope is relatively stable as long as the weather is dry.  During heavy rains and especially at night, working in this area is not recommended.  It appears the long term solution is track relocation and the construction of a catchment area and slide fence.                                                            MOTION TO CARRY

SHR 0207-04:  Illecillewaet – brush on north side of track at westend, hard to see signal

Action (0207)    TMS Palasz advises area has been cleared. He notes that not all trees can be removed in this area due to ground water and bank stability.                          MOTION TO DELETE                       

SHR 0207-05:  Signal on north track (McCracken) for westward movement dropped from clear to stop twice,

                        May 31 and June 10.

Action (0207)    S&C A Biggs advises the system was tested and no irregularities or problems noted.

SHR 0207-06:  Required work gloves at Golden, was told they are not available except during day shift.

Action (0207)    Yardmasters have a supply to cover off-shift needs.  Gloves will be available as required.

SHR 0207-07: Gas/diesel inhalation account windows not sealed properly on unit (8573).

Action (0207)    Investigation revealed tunnel operating as required, quite possible encountered fumes from own train.  Locomotive was booked for repairs and completed by Coquitlam diesel shop.

SHR 0207-08: Hydraulic tools overheating on BTMF trucks.

Action (0207)    A. Pawson, Manager Vehicle Support advises a new manifold is being developed and should be released by the end of the month.  A Safety Advisory Bulletin has been issued.

SHR 0207-09: Revelstoke Yard East end #6/7 track switch very tight when throwing for #6 track.

Action (0207)    TMS Palasz reported with the recent hot weather and cool nights there is a lot of rail movement and “running rail” in the yard, especially on the lighter rail with little or no rail anchors.  The switch will be adjusted to the best extent, but not so that it will “loosen” overnight.  New 136# turnouts are being installed in the yard (2 last year and 2 this year) which are 100% anchored and will eliminate these problems.            MOTION TO DELETE                                                                       

SHR 0207-10: Field Bunkhouse – complaint of being cold, difficult for sleeping.

Action (0207)    P. Bede advised there is an abundant supply of quilts and blankets for use at the bunkhouse.

                        Turning up the heat would affect the whole bunkhouse (boiler system).

SHR 0207-11: Macdonald Tunnel east portal (both sides) – track material scattered in front of gas mask boxes and OPS sensors.

NEW BUSINESS

Item 0207-01:  P. Bede reported eye wash station missing at Field Bunkhouse.

Action (0207)            L. Sali to order replacement.

Item 0207-02: J. Meloro reported cotton gloves currently supplied to E/S crews are not satisfactory – one size does not fit all – also poor quality for some areas of work.

Action (0207)    TMS Palasz – SAM T. Marinier to advise.

Item 0207-03: J. Meloro reported ongoing tamping problem with Laurie Sheds (M.95.6), mud and water – difficult and potential hazard to tamp with hydraulic tools.  He mentioned an SHR was submitted last year requesting the Mark 4 machine and surfacing crew be utilized.  He reported the machine is in area and requested if they can be scheduled to tamp at this location

Item 0207-04: K. Jones reported decals missing on signal masts at Stoney Creek West (and possibly other locations.
