Unfinished Business
Item 9912-03:  B. Gardali indicated inadequate hot water supplied
              for dishwashing and showering.

Item 9911-01:  Non-Smoking Policy as it relates to motor vehicles.
               Should read Provincial Law (not Federal).

Minutes adopted with corrections noted.

UNFINISHED BUSINESS:

Item 9901-06: W. Patrauchuk reported that BTMF trucks that have
              Johnson Boxes installed (reverses drive shafts) do
              not have back up alarms.
Action(0001)  Trucks are being done. Committee to monitor.

Item 9908-05: Larry Bennetts questions, with the onset of winter,the
              practice of using single units and the associated
              safety concerns if a total failure happens and the
              possibility of a total outage of our communication
              system.
Action(0001)  No single unit trains reported - committee will
            continue to monitor over winter months.MOTION TO CARRY

Item 9909-01: G. McCartney requested the S&H Committee for any
              assistance with the problem of improper vehicles
              supplied.  Reported inadequate motors, seats, etc.
Action(0001:  G. McCartney has provided Sergio with specifics
            of inadequate vehicles.  G. McCartney, E. Palasz,
             S. Sabatini to coordinate for elevation.MOTION TO CARRY

Item 9909-02: P. Mason reported a problem with the Hot Box
              Detector Alarm system readouts.  He indicated they
              could be shortened eg, when there are no defects,
              why does it repeat it, take out the 'subdivision'.
Action(0001)  S&C Technicians are investigating.     MOTION TO CARRY

Item 9910-01: T. Volpatti reported that supplied safety glasses
            are fogging up, he indicated that they are fitting
              too close, not allowing air to circulate.
Action(0001): Reported isolated fogging incidents should be reported
            to a supervisor for replacement and advisement.

Item 9911-04: Propane tanks located next to road M.24.3 Shuswap Sub.
Action(0001): Barricades are in place.        MOTION TO DELETE

Item 9912-01: Suggestion re applying reflectorized tape on switch
            handles.
Action(0001): E. Palasz indicated suggestion submitted for approval
            for standard issue.  Once received, will proceed with
            application.                 MOTION TO CARRY

Item 9912-02: J. Wells requested committees' recommendation for
            the company to provide washers/dryers to allow
            employees to clean work clothes which have been
            contaminated.  Jim cited the Canada Labour Code
            as basis for this requirement.
Action(0001): J. Wells made a presentation to the Committee,regarding
            his concerns re contamination of clothing as it
            relates to compliance with COSH 9.44(4). The Committee
            is in consensus that the Company (E/S) is not in
            compliance with COSH 9.44(4) and recommended that
            J. Wells forward a letter to G. Pozzobon, General
            Manager Operations (Engineering). MOTION TO CARRY

Item 9912-03: B. Gardali reported of inadequate hot water supply
            in the Field Bunkhouse for showering and dishwashing.
Action(0001)  Bob reported that B&B have rectified problem.  Bob
            will continue to monitor.         MOTION TO DELETE

Item 9912-04: Signal irregularity reported M.114 Shuswap Sub.
Action(0001)  S&C Supervisor A. Biggs advises problem was identified
            and corrected.                    MOTION TO DELETE

CORRESPONDENCE & BUSINESS ARISING:

B. Black (BMWE Safety & Health Rep) reported to Committee that he
recently attended a System E/S Safety & Health Meeting.  A policy
on Buddy System will be implemented, which will be identifying jobs
that should not be done alone.  He asked for any recommendations.

D. Zatko reported on High Visibility Policy (Vests) to be
implemented shortly.

SAFETY HAZARD REPORTS (Incomplete)

SHR9908-01:  Tunnel muck reported in MacDonald Tunnel creating
             walking hazard.
Action(0001) Ongoing problem of track time.  Committee to monitor.

SHR9908-02:  Unit 9126 - excessive noise squealing (Macdonald Tunnel)
Action(0001) Transportation Safety Board (TSB) has completed
           testing in the MacDonald Tunnel. Waiting for report.

SHR9912-01:  Ducks Back Track (off south track) - large amount of
             track material (rail anchors, tie plates) adjacent to
             track used to set off locomotives.  Large pile of ties
             near area also.
Action(0001) D. Barrett to advise status of cleanup.

SHR9912-04:  Pins located on unit engine doors have bent over metal
           which is very sharp and snag clothing.
Action(0001) 9100 units - C. Becker / B. Gardali / D. Barrett to

SHR9912-05:  Mile 111.68 Shuswap Sub (South Track) - large culvert
           under south side of track - risk of falling into it
           while switching in storage track.
Action(0001) B&B reports safety precautions are near completion.

SHR9912-08:  Water on floor in basement of Revelstoke Station.
Action(0001) No further reports received.          MOTION TO DELETE

SHR9912-09:  Engineer seat unit 9681 reported does not adjust
           forward enough to permit normal reach to controls.
Action(0001) D. Barrett reported to Central Locomotive Specialist.

SHR9912-10:     Reported tree overhanging right of way Mile 99.6 Mtn
Action(0001) E. Palasz reports tree has been removed.

SHR9912-11:     Concrete falling from under highway overpass onto
           tracks M.28.9 Shuswap Sub.
Action(9912) E. Palasz contacted Highways Dept who reported they
           are aware of problem and advised overpass is scheduled
           to be replaced in spring 2000. He further indicated
           that Highways advise the concrete is falling from
           posts, not the beams.  Highways have scaled the beams/
           posts and reported there should be no further problems.

SAFETY HAZARD REPORTS (NEW):

SHR0001-01:  Signal Irregularity reported Signal 543 Mountain Sub
            displaying Clear - went clear to stop as train went by.
           RTC advised cause was an eastward train taking siding
           at Redgrave under a 564.
Action(0001) D.L. Barrett to contact RTC office for clarification.
                                         MOTION TO CARRY

SHR0001-02:  Field Bunkhouse complaint of heating system - no heat
             for rooms.
Action(0001) B&B advise boiler temperature has been turned up -
             (previously turned down account of previous SHR
              complaint of rooms being too hot).  Also closed 8
             windows in various rooms that were wide open.
                                         MOTION TO DELETE

SHR0001-03:  Field Bunkhouse - smoking in sleeping rooms.
Action(0001) Committee recommended that the Bunkhouse will be
           a Non-Smoking facility with the exception of a TV
           room. A bulletin will be issued.   MOTION TO DELETE

SHR0001-04:  Field Bunkhouse - dishwasher for kitchen. A proper
            dishwasher would ensure all dishes and cutlery are
             washed at a minimum temperature of 150 deg which would
            ensure sterilization.
Action(0001) A dishwater is not an option due to inadequate voltage
           supply.  B&B advise hot water temperature has been
           corrected.                         MOTION TO DELETE

SHR0001-05:  Field Bunkhouse - power outage occurred and back up
            generator did not come on.
Action(0001) J. Creighton advises generator has been fixed.
                                         MOTION TO DELETE

SHR0001-06:  Snow Plow Mountain Sub - Revelstoke to Rogers. Needs
           to be spread of side of tracks, south side of south
           track Revelstoke to Downie and Macdonald track.
Action(0001) Snow plow is out on the Mountain Sub 5-6 days per
           week as track time will permit.    MOTION TO DELETE


REPORTS OF SUB-COMMITTEES:
Nil

DISTRICT SAFETY & ACCIDENT PREVENTION REPORT:

Sergio reported on recent E/S Emergency Procedures for Macdonald
Tunnel which were presented to the Golden E/S.  E/S employees will
review and use procedures.  Procedures for Shaughnessy, Connaught,
Redgrave and Laurie Sheds will be coming as well.

Other activities going on are the B&B tunnel cleaning project, which
will include an Air Monitoring process.

Another Air Monitoring project with TCC and Labour Canada due to
commence in February, is the diesel exhaust in Macdonald Tunnel.

At the end of February a project will be undertaken with the
stalling of a train in Macdonald Tunnel.


NEW BUSINESS:

Item 0001-01: Review and adopt S&H Committee Terms of Reference.
(Action 0001) Committee reviewed and recommended changes.
            Carry to next meeting.          MOTION TO CARRY

Item 0001-02: W. Patruachuk reported on concern with High Visibility
            Vests worn by Machine Operators.  It has been reported
             that these vests could be caught on levers, potentially
            causing a dangerous situation.
Action(0001): Suggested bulletin be issued alerting Operators of
             this hazard. Sergio will coordinate. MOTION TO CARRY

Item 0001-03: W. Patrauchuk indicated that on walkway on Br.43.6
            Shuswap Sub., metal braces are sticking out causing
            a tripping hazard.
Action(0001)  T. Volpatti will ensure reflectorized stickers are
            applied.                             MOTION TO DELETE
