Meeting called to order 0840.  Minutes of July 12, 2001 meeting read and adopted.

SAFETY ACTION PLANS

Field Ops - Site Inspection completed of Field Bunkhouse.
E/S - Block Training halfway completed.


UNFINISHED BUSINESS:

Item 0103-01: Letter received from L/E P. Mason concerning route indicator for intermediate signal, Notch Hill.
Action (0108) S&C Supvr A. Biggs advises not in this year's budget. Hopefully will be
looked at for next year. MOTION TO DELETE

Item 0103-02: High Visibility Apparel - many Safety Hazard Reports submitted concerning vests becoming caught on equipment.
Action (0108) New Policy is in draft stage. Catalogue should be available approx August 8th.

Item 0103-04: P. Bede inquired re Laurie Shed repeaters for locotrol.
Action(0108) System has been upgraded, still encountering some problems. Crews should
check system going through sheds. MOTION TO CARRY

Item 0103-05: P. Bede inquired possibility of increasing speed restriction for new potash
cars from 15 mph to 20 mph.
Action(0108) Issue elevated to senior E/S management. D. Barrett to investigate progress.

Item 0104-03: K. Jones advised re spill response containers are not marked for tare weight.
Requested that they be weighed and decal applied.
Action(0108) Committee discussed and recommended smaller containers should be obtained to
ensure loading would not exceed carrying weight limit of vehicle. Extra stock should
be stored separately. Investigate. Spill response containers should be marked to
identify contents and ensure supplied. Tappen container needs to be identified.

Item 0107-01: B. Gardali reminded Committee members that Running Trades employees have
not yet been fit tested for gas masks.
Action(0108) B. Santucci advised Committee issue of fit testing has been elevated to Senior
Management for advisement. He also advised he will make arrangements for a
Trainer to show employees how to use the tunnel respirators. MOTION TO CARRY

Item 0107-02: P. Bede requested action on the Field Bunkhouse - very hot for sleeping - mold
in the basement and bathroom.
Action(0108) Committee members D. Zatko, B. Gardali along with G. Denham, Manager Operations (Road) Calgary, B. Anderson, Road Manager Golden, S. Laughlin, Safety Adviser Alberta, B. Tully, Industrial Hygiene Specialist and B. Santucci had a site inspection at the Field Bunkhouse. Inspection revealed no immediate mold problem. The bunkhouse
contractor has been made aware of precautions needed to control/eliminate any problems. MOTION TO DELETE

Item 0107-03: P. Bede again requested disinfectant spray or wipes for units.
Action(0108) Difficulty in past experience obtaining the spray, will investigate wipes.

CORRESPONDENCE & BUSINESS ARISING:
D. Zatko informed Committee progress with regard to proposed stop signs on Lakeshore Drive as well
as Narcisse Street in Salmon Arm to allow public traffic to clear the tracks. District of Salmon Arm will be meeting in September and will advise at that time.

SAFETY HAZARD REPORTS (Incomplete)

SHR0102-03: Lead locomotives (9000 series) - seats uncomfortable
Action (0108) Mechanical Services advises some new seats have been installed. Units should
not be leaders but continue to be. Committee has exhausted all avenues, recommend
elevate to Policy Committee. MOTION TO CARRY

SHR0104-06: Connaught Tunnel - both sides hazardous walking area.
Action(0108) TMS Sadek advises ditch area has to be maintained to allow water to drain.
Committee inspected and confirmed this is a major problem for walking, however there is no easy solution to rectify. Possible to alert of walking hazard in Tunnel Procedures.

SHR0106-09: Mile 119-115 Mountain Sub - trees are touching power lines in various locations.
Action(0108) Trees are no longer a problem. MOTION TO DELETE

SHR0106-12: Rocky Mountain locomotives 8014 and 8011 have a black compound falling through
the ceiling panel.
Action(0108) These locomotives have been rebuilt and the ceiling panels have been removed and painted. The mesh holes, through vibration, are allowing fine particulate to fall within the cab of the locomotive. NMC Locomotive Specialist to advise. J. Galloway to check progress. MOTION TO CARRY

SHR0106-16: Field Bunkhouse - lack of evacuation plan.
Action(0108) Committee discussed and recommended upon renovation of bunkhouse a procedure
could be put in place at that time. In the meanwhile, it was felt that employees are well familiar with the bunkhouse and are aware of exits. MOTION TO DELETE

SHR0106-17: Watering AC4400 locomotives at Sicamous (and other location) poses a situation where a risk of falling off the locomotive because lack of handrail. Suggest a proper fitting for the hose to allow the nozzle to stay secure by itself while watering and/or apply grab iron to ensure stability while standing on the platform while watering.
Action(0108) Mechanical Services to investigate. B&B to investigate possible fittings for hoses. K. Jones to advise. MOTION TO CARRY

SHR0107-02: Employee parking lot Victoria Road - 4 street lights burnt out, grass needs to be cut between parking lot and tracks.
Action (0108) Completed. MOTION TO DELETE

SHR0107-03: Bond east of Salmon Arm siding 12-15 ft west of signal 622D - should be at signal.
Action (0108) J. Wells advised being done. MOTION TO DELETE


SAFETY HAZARD REPORTS (New)

SHR0108-01: Macdonald and Connaught Tunnel - gas masks are not designed to fit people who wear glasses.
Action (0108) B. Santucci advised Committee Fit Testing of gas masks is a hugh undertaking,
Issue of Fit Testing has been elevated to Senior Management. In the meanwhile,
a Trainer will be provided to Running Trades on how the tunnel respirators are to be used.
MOTION TO DELETE

SHR0108-02: Donald backtrack - high weeds causing poor visibility, tripping hazard.
Action (0108) TMS Sadek to advise. MOTION TO CARRY

SHR0108-03: Glen Echo crossing - near miss July 31st.
Action (0108) Whistle posts have been reinstalled, signs alerting public of hazards. Issue is ongoing with CPR, Transport Canada and Glen Echo property owners. MOTION TO DELETE

SHR0108-04: Diesel fumes Macdonal tunnel, cab of unit filled with fumes due to windows with
faulty seals, compounded by ventilation failure.
Action(0108) Investigation revealed RTC never initiated purge after train entered tunnel after sperry
car. NMC to advise with regard to RTC actions. MOTION TO CARRY

SHR0108-05: Unit 9540 work area very dirty. Dust and dirt in heater fans, floor, etc.
Action(0108) Locomotive Specialist confirmed unit had been reported. This is the proper
procedure to be follow when encountering dirty units. This particular unit had been
a remote and should not have been used as a leader until cleaned. J. Galloway to follow up. MOTION TO CARRY

REPORTS OF SUB-COMMITTEES:
- Macdonald Tunnel - Fit Testing of Gas Masks - tabled to Senior Management.
- Trainer to provide advice with regard to care and use of tunnel respirators.

- Health & Wellness - August 14th.
- Walk About - August 7,8,9.

DISTRICT SAFETY & HEALTH ACTION PREVENTION COORDINATOR:
As indicated above, Bruno talked about Fit Testing for Gas Masks is a major issue that has to
have direction from Senior Management.

Bruno also discussed with Committee re Risk Management. He indicated he would go into more
clarification in the near future.

NEW BUSINESS:

Item 0108-01: P. Bede requested a small refrigerator to be made available for crews
to store their lunches while waiting for their train to arrive.
Action(0108) To be determined. MOTION TO CARRY
