W Hayman letter re concern about the sanitary conditions on locomotives

C Koutroumanos reported MS Golden perform a thorough trimming of coal MT’s going to the mines.  On their return the loaded movement, MS performs a quick trimming.  These are the only MS services on the BCI.  Other trains going across the Service Area are handled at either Alyth or Coquitlam depending on their origin.  These trains by-pass Golden and are therefore not serviced by MS on the BCI.

Committee discussed the fact that train crews should be responsible to clean up after themselves.  Daron Harder advised this issue has not been elevated to the Policy Committee.  He will go back to Kevin Sholes and pursue a system wide bulletin                                                                                 MOTION TO CARRY

J. Grant reported loaders working at Glacier & Albert Canyon are out there on their own with no check in

D Harder indicated there is a Lone Worker Policy being developed – should be rolled out in 2nd Quarter.  Interim – employees should check into block  (one at a time)                                                                                    MOTION TO CARRY

B Gardali reported there is a concern with regard to the weight of packs that RTEs have to carry with all their rule books, etc

D Harder will contact S Sabatini for advisement to elevate to Policy Committee with recommendation to downsize rule books, etc.

P Bede brought forward a L/E concern regarding SBU failure on descending grade (Mountain)

This issue has been addressed previously with Transport Canada – operating practices are currently in place.  Paul advised issue has been raised to Hucker who indicated will progress to Policy Committee                        MOTION TO CARRY

P Bede inquired why taxi companies don’t have to comply with ICBC’s recommendation that all taxis be equipped with snow tires (vs mud/snow tires)

Crew Transport Services advises they cannot find any regulations where either the ICBC or the Passenger Transportation Board of BC require taxi companies to use snow tires - snow tires are recommended but not required.  However, G Hudon, Facilities advises that CTS (Crew Transport) has been notified to contact taxi vendors and ensure they utilize snow tires servicing BCISA (Nov 1-April 30).  Bob will follow up with R Taxi  in the Fall                                     MOTION TO DELETE

V  CORRESPONDENCE & BUSINESS ARISING

 

1.  Whistle Post Proposal at Three ValleyRevelstoke WH&S Committee met on Feb 16th to discuss.

     The following are the Committee's recommendations:

  • Do not install any whistle sign at Three Vallee
  • Install a hazard sign on the power pole at the road entrance to Three Vallee - Ed will arrange
  • Do not install any whistle signs anywhere else
  • Reinforce positive protection - Rule 42, TOP, Lookout Protection - with employees at safety meetings, one on ones, etc..

2.  Bridges on the BCISA – concern regarding bridge inspections in light of the collapse of the CN bridge near McBride in 2003.  Neil Higgins, Manager Structures advises there is a CPR Bridge & Retaining Wall Inspection Policy that must be lived up to.  Bridges are inspected at least annually with conditions reported and prioritized.
