Yard Orientation – New Hires

Safety Rules and Safe Work Procedures rollout

Site Inspection – Salmon Arm station / yard.  No slip/trip hazards.  Both sand boxes around station had garbage in them.  Questions about track and switches in the yard.  Concern about the dwarf hand throw switch at x-over between siding and back track – feel it is not ergonomically sound.  Is there still a need for a crossover between the siding and backtrack?  Hand x-overs always seem to increase potential for run thru switches and derailments.  Would like to discuss need for derails in the backtrack.  Question as to why the west x-over switch in the back track does not have a big lock on it as it connects to a signalled siding.

SOFA Audit – 11 Safe and 1 At Risk observations.

W Hayman letter re concern about the sanitary conditions on locomotives

C Koutroumanos reported MS Golden perform a thorough trimming of coal MT’s going to the mines.  On their return the loaded movement, MS performs a quick trimming.  These are the only MS services on the BCI.  Other trains going across the Service Area are handled at either Alyth or Coquitlam depending on their origin.  These trains by-pass Golden and are therefore not serviced by MS on the BCI.

Committee discussed the fact that train crews should be responsible to clean up after themselves.  Daron Harder is checking with Kevin Sholes, Safety Advisor to determine if this is a system wide concern and if it has been elevated to the Policy Committee.

D Harder indicated there is a Lone Worker Policy being developed – should be rolled out in 2nd Quarter.  Interim – employees should check into block  (one at a time)

B Gardali reported there is a concern with regard to the weight of packs that RTEs have to carry with all their rule books, etc

D Harder will contact S Sabatini for advisement to elevate to Policy Committee with recommendation to downsize rule books, etc.

P Bede brought forward a L/E concern regarding SBU failure on descending grade (Mountain)

This issue has been addressed previously with Transport Canada – operating practices are currently in place.  Committee to check with P Bede to advise further.

P Bede inquired why taxi companies don’t have to comply with ICBC’s recommendation that all taxis be equipped with snow tires (vs mud/snow tires)

Crew Transport Services advises they cannot find any regulations where either the ICBC or the Passenger Transportation Board of BC require taxi companies to use snow tires - snow tires are recommended but not required.  However, G Hudon, Facilities advises that CTS (Crew Transport) has been notified to contact taxi vendors and ensure they utilize snow tires servicing BCISA (Nov 1-April 30).  Bob will follow up with R Taxi

Current Kenwood radios are being re-programmed and new antennas installed.  Kenwood TK-280 is in its final production run.  New portable radios are being tested, including a new Motorola.

Discussion has taken place with Facilities with regard to setting up rest area in station.  Also pursuing as part of Fatigue Management Plans

No sandbags in back of taxi vans.  Equip all vans, cars with 4 sandbags that travel on highway.

Reported to CTS, who indicate while they understand the need for safe highway travel, do not feel this is a sound solution.  There are no regulations requiring them, rather they may become a safety hazard if the vehicle were to be involved in an accident.  

There has only been one complaint to date concerning the issue of sandbags.

Rev Yard – 18 track (caboose track) – put long handles on switches to back shops and to cab track

TMS Palasz indicates the turnouts are 100 lb rail with 16’-6” switch points.  If the points are swept clear of snow, the original handles are more than adequate to throw the switch with little effort.  ES will change them, time permitting.

E Palasz advises there is 1 car for the Winter Plan with tarp that impedes holding on safely.  Bob & Paul will investigate possible solution with S. Morrone

R. Merritt advises the balcony was inspected by Mark Buchwald (Facilities) and stated there is no issue on the stability of the balcony – it is not breaking away from the building.
