Meeting called to order 1050.  Minutes of June 10, 2004 meeting read and adopted.

 

SAFETY ACTION PLANS

 

Bob reported no SOFA Audits or Site Inspections completed due to lack of vehicle and time provided.

Item 0312-02: Paul Bede suggests conversations with Diesel Dr take place on a channel other than standby or

CP 14, which is used by ES – prevents ES communication.

Action (0407)    S. Bell advised issue has been raised to NMC and Diesel Dr for consideration.

Item 0405-01:  K. Jones advised he witnessed contractors unloading a tank car in Revelstoke Yard using unsafe practices with no protection.  Another incident was unloading of logs.

Action (0407)    Discussion revealed there must be procedures in place, possibly find an alternative location, repair spur track.

                        K. Sali advised he spoke with the Account Manager at Downie and advised him the ‘test’ period is over with using the yard and they must advise with a permanent solution, ie upgrading their spur or finding an alternative location.  With regard to the unloading of the tank cars, this was done by a Contractor unfamiliar with our safety rules – Downie has also been advised they must ensure they advise their contractors accordingly.

Item 0405-02:  Roy Williams requested clarification with regard to a previously discussed proposed procedure for Rule 40.1 - ES to use flags and locks when working on track even though rule states lock or red flag.

Action (0407)    B. Riches indicated he has advised his employees.  TP&E must also be advised with the gangs moving in on our territory – D. Harder/B. Rota to handle.        MOTION TO DELETE

- Article concerning ‘Right to Refuse’ – “The Federal Court has ruled that, to invoke the right to refuse unsafe work under the Canada Labour Code, an employee is not required to prove that a potential hazard will result in danger every time it occurs, or precisely when it will occur.  Instead, it is necessary to show only that there is reasonable possibility that a hazard will occur, and ascertain the circumstances in which it can be expected to cause an injury.  Further, the Court has clarified that, even where a hazard is inherent in the work environment, a right to refuse unsafe work, based on a concern about a prospective danger, may still be exercised where the level of risk has been increased beyond that normally faced.”    The rest of this report is available at http://www.lancasterhouse.com

SHR0212-03:              MU cables laying around on the ground at Ducks, Chase and Squilax

Action (0406)    Item brought back to table account unsure of status of installation of brackets at various locations.

                        Greely, Moberly and Squilax outstanding.  T. SHR0310-07:  Issue with VRU – being rested for duty

Action (0407)    K. Sali advised that MTPL is an ongoing issue and will try to have OM’s update to reflect a more accurate lineup.  Bob indicated he would like to push this issue to a higher level.  Stan Bell indicated this issue has been raised to National H&S Committee.  Bob indicated to carry in minutes to track.  Bob further recommended NMC representation for an upcoming 4 hour safety meeting.

SHR0401-04:  Field Bunkhouse – entranceway covered in ice and poorly lit.

Action (0407)    J Creighton/Real Estate to advise –suggestion to relocate entrance.

SHR0401-07:  White out conditions – being brought into slide path after red form being issued.

Action (0407)    S. SHR0403-01:  Employee parking lot Victoria Road – slip, trip hazard, large pooling of water.

Action (0407)    Tim Marinier indicated some work could be undertaken with installation of a drainage pipe/catch basin.  Parking lot has been graded and sprayed.

                        Committee would still like to see above recommendations completed.  Tim indicated this project is on the E/S agenda.                                                                         MOTION TO CARRY

 

                                                                                                           

SHR0404-05:  Revelstoke Station Platform – excess sand and gravel on platform

SHR0404-07:  Kenwood radios are not working – trainee’s radio could not be heard one car length away – would not transmit.

Action (0407)    Bob informed committee complaints are being documented with regard to these radios.

Testing is ongoing. Complaints seem to be system wide.  Committee will monitor.

SHR0404-08:  Called for 0250 and waited over an hour for train.  Better calls or a rest area in station.

Action (0407)    Committee to investigate setting up a rest area in station.

SAFETY HAZARD REPORTS  (New)

 

SHR0406-01:  Canoe – lumber stack is too high and reduces line of sight xing to mill.

Action (0407)    Sam Morrone has contacted the mill and has been advised stacks will be moved/reduced.

SHR0406-02:  Reported apparent fan failure inside the Mac Tunnel

Action (0406)    SJ Peters advises at approximately 16:00 a coal train entered the Macdonald Tunnel, the RTC had not placed the tunnel in automatic mode after cancellation of a TOP earlier. The train was given his signal at Bear Creek and in he went. The RTC's tunnel screen was flashing the "Next Train Full Auto" button red and yellow alternately since 15:15 when the train was a block east of Wakely. Tunnel personnel were called and immediately took appropriate steps to get cooling on the train.  B. McAstocker to speak with the RTC.    MOTION TO DELETE

 

SHR0406-03:  Sicamous – South side #3 track – brush needs cutting

Action (0407)    Area has been sprayed – ATMS B. Riches site inspected and advised OK.

SHR0406-04:  Deadheading in company jeep – baggage was over top of seat – no restraints

Action (0407)    Arrangements being made to have restraints installed in these vehicles.

Daron advised Bill C-45 Training conducted on July 8th.   Supervisors and H&S Reps responsible for ensuring attendance.
