Meeting called to order 0900.  Minutes of April 8 meeting read and adopted.

Item 0312-02: Paul Bede suggests conversations with Diesel Dr take place on a channel other than standby or

CP 14, which is used by ES – prevents ES communication.

Action (0405)    S. Bell advised issue has been raised to NMC and Diesel Dr for consideration.

SHR0212-03:              MU cables laying around on the ground at Ducks, Chase and Squilax

Action (0405)    Item brought back to table account unsure of status of installation of brackets at various locations.

SHR0310-07:  Issue with VRU – being rested for duty

Action (0405)    K. Sali advised that MTPL is an ongoing issue and will try to have OM’s update to reflect a more accurate lineup.  Bob indicated he would like to push this issue to a higher level.  Stan Bell indicated this issue has been raised to National H&S Committee.  Bob indicated to carry in minutes to track.  Bob further recommended NMC representation for an upcoming 4 hour safety meeting.                                                                                                                   MOTION TO CARRY

                                                                       

SHR0401-04:  Field Bunkhouse – entranceway covered in ice and poorly lit.

Action (0405)    J Creighton/Real Estate to advise –suggestion to relocate entrance.

SHR0401-07:  White out conditions – being brought into slide path after red form being issued.

Action (0405)    S. SHR0403-01: Employee parking lot Victoria Road – slip, trip hazard, large pooling of water.

Action (0404)   Tim Marinier indicated some work could be undertaken with installation of a drainage pipe/catch basin.  Stan Bell to follow up with T. Marinier.

                        E. Palasz indicated the parking lot will be graded and sprayed when weather conditions permit.                                                                                                  MOTION TO CARRY

 

 

SHR0403-04: Golden Yard-wood & rocks between south main & No.2 track from Evans crossing 25 car lengths east

Action (0405)   TMS S Sadek advises larger rocks have been picked up and some boards removed.

SAFETY HAZARD REPORTS (New)

 

SHR0403-05:  MacDonald Tunnel – smoke from mile 81-83 and just past center gate (April 8)

Action (0404)   S Peters advises this train encountered heavy dust conditions in the tunnel left by a preceding coal train.  This type of incident has occurred in the past.  The tunnel ventilation system was fully operational and functioned correctly.          MOTION TO DELETE

 

SHR0404-02:  Reflectorized tape silver and red on hand railing, mile 102.4 & 102.6 Shuswap – being mistaken as Y or Red flag

Action (0405)   Tape has been removed.                                                           MOTION TO DELETE

 

 

 

SHR0404-03:  Shop Lead Switch – Kamloops Yard – tall switch on eastward movement blends in with equipment and end of track sign too easy to miss.

Action (0404)   R Merritt advises the Kamloops WPH&S Committee members performed a site inspection at this location.  It was noted that this switch has been a high switch for over 20 years.  They feel it should remain a high switch account this switch is very close to the west end of the stock track and it distinguishes between the 2 tracks, this is the same reason that there is a tall switch stand (leading/switching tail) east of the stock track switch east end.

SHR0404-04: Ducks North back track switch – hard to throw for BT movement.

Action (0404)   TMS E Palasz advises this switch has been adjusted.                 MOTION TO DELETE

 

SHR0404-05: Revelstoke Station Platform – excess sand and gravel on platform

Action (0405)   B&B have taken under advisement – will be tended to as time / manpower permits.

SHR0404-07: Kenwood radios are not working – trainee’s radio could not be heard one car length away – would not transmit.

Action (0405)   Bob informed committee complaints are being documented with regard to these radios.

D. Cassell advised testing is being done with various antennas.   MOTION TO CARRY

 

SHR0404-08: Called for 0250 and waited over an hour for train.  Better calls or a rest area in station.

Action (0405)   Committee to investigate setting up a rest area in station.                        MOTION TO CARRY

 

 

REPORTS OF SUB-COMMITTEES

 

It was recommended a Sub-Committee be formed to plan a mock evacuation of Revelstoke Yard.

DISTRICT SAFETY ADVISOR REPORT

 

Daron indicated he looking forward to working with the Committee .

 

 

 

NEW BUSINESS:

 

Item 0405-01:  K. Jones advised he witnessed contractors unloading a tank car in Revelstoke Yard using unsafe practices with no protection.  Another incident was unloading of logs.

Action (0405)   Discussion revealed there must be procedures in place, possibly find an alternative location, repair spur track.

Item 0405-02:  Roy Williams requested clarification with regard to a previously discussed proposed procedure for Rule 40.1 - ES to use flags and locks when working on track even though rule states lock or red flag.

Action (0405)   B. Riches indicated he will request his employees to use both.

                        T. Marinier to further advise.
