Meeting called to order 0835.  Minutes of July 10th meeting read and adopted.

 

 

SAFETY ACTION PLANS / FRAMEWORK REVIEWS

 

Field Ops – Site inspections at Rogers (before pusher resumption).  Also conducted SOFA audits.

 

E/S – M of Way and B&B Safety Plans on target.  One Ergonomic Assessment conducted by M of Way, another scheduled for September.

Item 0301-04: P. Bede reported the reflective tape on switch handles – back tracks Shuswap Sub is wearing.

Item 0302-04: J. Meloro reported fumes in the Mechanic Shop when machines are running.

Action (0308)    G. Item 0305-01: Paul Bede inquired with regard to necessity of fall protection on units for crews when cleaning windows and checking for sand. 

Action (0308)    S. Bell to investigate with S. Sabatini and Rodney Campbell, Fall Protection for Equipment.

Action (0308)    S. Bell advised all vehicles are to take inventory to ensure requirements are met.

-  E/S version of Safe Work Practice Manual under development.

 

-  Sept 22-25 Level 1 H&S Training to take place in Revelstoke

 

-  Scott Burke introduced a letter describing his Rule 42 violation and extensive discussion took place.  ES confirmed that no work is undertaken before flags are in place.  RTE job briefings, including secondary job briefings, and situation awareness key to ensuring safety.

 

- Bob Gardali provided an overview of the meeting Stan Bell and he attended on ‘STARS’ – Shock Trauma Air Rescue Society – potential implementation in BC Interior.  Tim M to determine what GPS info is available for BCI.

SAFETY HAZARD REPORTS (Incomplete)

                                                                                                                                                                       

SHR0305-01:  Mechanic Shop – Revelstoke.  Improper lighting in container that stores small engine and hydraulic parts.  High potential for slips & trips.  Also ramp going into container.

Action (0308)    Permanent fix - $3500.00 account underground power.  Tim Marinier advised Neil Higgins is looking at less expensive solutions.                                                       MOTION TO CARRY                                                                                                            

 

SHR0305-02:  Mechanic Shop – Revelstoke.  Hydraulic press table has manual lift – very heavy and high potential for back injury when being used with big items. Press wants to tip.

Action (0308)    J. Meloro reported TP&E Supervisor approved purchase of the proper hydraulic press.

                        G. Grant advises Progress Rail may have a spare in Winnipeg to ship to Revelstoke

SHR0305-03:  Unit 9013 – poor seating resulting in sore back.  Should not be used as leaders.

SHR0306-03:  DE9520 – no guard around MU engine emergency shut down switch – easy to trip accidentally

Action (0309)   Bob Reynolds, Manager Locomotive Systems, advises the problem was noted on the CP1 locomotives 9500-9582.  CP is performing a modification to replace the switch with a guarded toggle switch (same as on other newer GE units).  The modification number is 2111 and to date – 19 out of 83 units are now complete.  No update available.                        MOTION TO CARRY

 

 

SAFETY HAZARD REPORTS  (New)

 

SHR0307-01:  East end switch Moberly shop track difficult to throw.  Derail overgrown with weeds.

Action (0308)    TMS S. Sadek advised switch has been oiled and weeds cut.                   MOTION TO DELETE

 

 

SHR0307-02:  Line of sight – Wharf Street crossing Salmon Arm.  Overgrown with trees and brush.

Action (0308)    TMS R. Miller advised sightline brushcutters will be starting in Salmon Arm.  Some hand work has been done.  Monitor                                                                         MOTION TO CARRY

 

SHR0308-01:  Wasp nest in watering shack Sicamous.  Also, hose has a hole in it.

Action (0308)    P. McKnight advises B&B removed wasp nest and hose will be replaced.            MOTION TO DELETE
